How the application works

From your first e-mail to the release of your Certificate of Zoning Compliance — here is what happens at each stage.

What you do

Eight steps, all online. Your progress is saved as you go.

    Enter your e-mail address

    There is no registration form and no password to remember. You only need an active e-mail address.

  2. 2

    Verify with a 6-digit code

    We e-mail you a temporary verification code. This code proves the address is yours — it is not your Application Reference Code.

  3. 3

    Choose your project classification

    Roads, residential, commercial, industrial, agricultural or institutional. The questions that follow depend on what you choose.

  4. 4

    Answer the questions step by step

    Classification details, the five screening questions, your applicant information and the project information. Back and Next let you correct anything at any point.

  5. 5

    Mark the project location

    Enter the address and barangay, then pin the exact property on the map. The system records the latitude and longitude for the MPDO.

  6. 6

    Review everything

    A full summary is shown before you upload documents. If something is wrong, go back, correct it and return.

  7. 7

    Upload your requirements

    Attach each document as a PDF, JPG or PNG. You can replace a file at any time before submitting.

  8. 8

    Submit and receive your reference code

    The system issues one permanent Application Reference Code, e-mails it to you, and gives you an Application Submission Receipt you can print.

What the MPDO does

After you submit, the application moves through the municipal review process.

    Document screening

    An officer opens each uploaded document and marks it valid, invalid, requiring revision, or for further review.

  2. 2

    Feedback and revision

    If something needs correcting you are notified by e-mail, and the feedback appears on your dashboard. You correct it and resubmit using the same reference code.

  3. 3

    Acceptance

    Once the application and all requirements are acceptable, the MPDO accepts the application and you are notified.

  4. 4

    Certificate of Zoning Compliance

    The certificate is generated from the information you already submitted, so nothing has to be typed again. The officer completes the official checklist and finalises it.

  5. 5

    Official receipt and completion

    The MPDO records the official receipt details, then marks the application completed. You coordinate with the office for the release of your documents.

One code per application

Each application receives its own permanent Application Reference Code. You may submit another application while an earlier one is still being processed — you do not need a new account or a new e-mail address.

What this system does not do

It does not automatically approve applications, verify the authenticity of land documents, determine property boundaries, or replace the official decisions of the Municipal Planning and Development Office and the Municipal Zoning Office.
